UPDATE about domains
Nothing really new to say here, as Najma and Haidar point out, .iq domains are still not available for your average non-corporate blogger or site builder (although iraq.ir blogs are). According to this Marcaria.com can register .iq domains but only if you are an institution or business. Marcaria .iq FAQ; "in Iraq, a private person cannot register a domain".
I'm sure a wayward lawyer could tackle this one for loopholes, after all bloggers have their own share market, trade daily in words and broker link deals all the time. Blogging is a business. Blogging is educational, heck it's an institution. Bloggers (whether in Iraq, Iran or California) should be able to register a domain name under those specifications.
But really, why are .iq domains not available to anybody in Iraq yet? Two little letters? Can't be that hard.

It's a bit of a long story, but the .iq domain was assigned in 1997 (back when Saddam was blocking the Internet) to a company called InfoCom in Texas. Infocom and its owners were subsequently indicted in 2002 on terrorism-related charges.
I haven't seen any recent articles on this, but here are links to a couple of older ones from 2003 and 2004.
I will email the Iraqi embassador in Iran after my exams for this thing and will inform you about his reponse.
